Lord Cullen wrote his report on the basis of the oral testimony of just 171 witnesses. The fact that some of these witnesses, police witnesses included, lied on oath, was therefore not known to him (or was it?) All the evidence prepared for the Inquiry was then locked away for an astonishing 100 years, until the Crown Office released some of the documents in October 2005. It was almost impossible to ascertain WHAT had been released, and what withheld. It was only through making a total of 60 requests for information to Central Scotland Police under the Freedom of Information (Scotland) Act 2002, that I started to discover just how much material had still been held back by the Crown”.

EX-Celtic paedo Jim McCafferty and Barry Bennell are facing fresh claims they were part of a cross-border network of football perverts.
And a victim has called on the Scottish FA to meet with those who were abused over the alleged paedo ring.
The former Hoops kitman got six years and nine months at the High Court in Edinburgh last year for child sex offences.
Meanwhile pervert Bennell was convicted of 50 abuse charges relating to 12 lads under his wing at Crewe Alexandria and Manchester City from 1979 and 1991.
Now it’s reported that an investigation has been launched into claims that they worked as part of a network preying on young footballers.
One survivor has reportedly presented fresh evidence, claiming he was abused separately by pervs after being introduced to them by another footie beast.
Evidence from victims will form part of the Independent Review of Sexual Abuse in Scottish Football – with a final report due to be published this year.
The Times understands it has already received evidence that McCafferty took youngsters from Glasgow to a tournament in the northwest of England where Bennell was in attendance.
One victim claimed he was subjected to two years of abuse in the mid-1980s after attending games, trials and tournaments in Scotland, England and Spain.
He said: “I was abused by men who went on to be convicted of multiple offences, involving large numbers of victims, over exceptionally long periods of time.
“They were prolific, connected and worked together.
“I have no idea how this network of predatory paedophiles came into being or was put together, but it existed and it ruined countless young lives.
“Scottish FA executives need to sit in a room with myself and the other abuse victims, hear our statements, look us straight in the eye and see if they can continue to deny responsibility and liability.”
Meanwhile another claimed he was taken to a health centre in Edinburgh with other lads after they had been abused by Bill Kelly – a former coach with the now defunct West Lothian team Uphall Saints.
The 84-year-old was jailed for sexually assaulting at least 12 players at the club over a period of 22 years.
And of his victims claimed that Kelly was an associate of Harry Dunn, the former Rangers and Liverpool youth scout, who died before he could stand trial over abuse charges in 2017.
He denies having any connection with McCafferty, Bennell or Dunn.

The Scottish FA said it would be willing to meet both men, listen to their concerns and offer support.
A spokesperson said: “The chief executive has issued a heartfelt apology on behalf of Scottish football to those with personal experience of sexual abuse in our national game.
“We acknowledge the very deep impact experiences of sexual abuse has had on many individuals and that is why we commissioned the independent review.”
A spokesperson for Celtic said they would not be offering any comment.

Esther has courageously publicly told her story in the hope that others who knew about this abuse on and around Cannock Chase, Staffordshire in the late eighties and nineties will come forward.
Esther has received abuse on social media, and incredibly irresponsibly a recording was made of her and others at a private meeting with the Inquiry Secretariat by a misguided survivor and released to the press.
She has come forward, shown her courage and gone public, and now it is up to the police and others who knew about this at the time to show their courage and come forward, to help catch these criminal child rapists.
There are three articles all available from Sky. I have now put the 8 minute video interview with Esther which was available on You tube, but the 15 sec police video from the first article on this page is perhaps only available on the Sky page.

Esther Baker tells Sky News she was sexually abused by different men, with officers sometimes standing guard for the perpetrators.
08:29, UK, Tuesday 26 May 2015
By Tom Parmenter, Sky News Correspondent
A woman has told Sky News how uniformed police officers stood guard as abusers sexually assaulted her as a young girl.
Waiving her right to anonymity, Esther Baker, 32, spoke exclusively to Sky News about her tormented childhood that saw her sexually abused by men at various locations.
She claimed police officers would stand guard for the perpetrators and on some occasions even joined in the abuse in woodland on Cannock Chase in Staffordshire.
She said: “I got the feeling very much that they were protecting somebody, that they were with one of the men.
“One of them (police officers) I knew from church. There were a few occasions where they would be in uniform, and I kind of knew, I learnt that when they were in uniform that it was going to be a rough night.
“On occasion they would – they would sort of join in,” she added.
Ms Baker recalls one police officer apologising to her.
“There was one that I can remember, one of the times I tried to run away and tried to get away from them and he came after me, caught up with me and he was carrying me back to where the rest of them were and he said he was sorry,” she said.
From the age of six, Ms Baker was taken to be abused by different men on Cannock Chase, at various properties around Staffordshire and beyond.
Other children were often there and sometimes they were given alcohol: “We were all pretty much the same, same ages, we never spoke, I don’t know where they came from, who brought them.”
She says the sexual abuse was often filmed and involved men of varying ages from different parts of the country.
She said: “I don’t quite know how to explain. I was brought up in a religious household and one thing that kept me so sure that what they were doing was right was that there were references to people, Lords and a judge.
“I picked up on those names, because I thought one of them must have been God because one of them was ‘Our Lord’.
“I just thought that they were on God’s authority.”
Decades on, Ms Baker has now finally decided to speak out and has made the painful decision to approach the police again, who have assured her that her claims will be investigated thoroughly.
She has recently taken part in a series of gruelling video interviews with detectives recounting the abuse.
She decided to speak to Sky News in the hope of finding other victims or the police officers who were involved.
She said: “I would say to the one that was sorry that he knows who these people were and why they were there.
“I need them to fill in the gaps that I just don’t know, I need people that were adults then but they couldn’t stop it for whatever reason, it is time for them to stop it now.”
The other children who were allegedly abused on Cannock Chase may also hold vital information.
Ms Baker added: “I know they are terrified to come forward, I know what they were told, I know what threats were made and I know why they are scared.
“But every one of us that comes forward will hold a different piece of the puzzle. I can’t fill it in on my own.”
Ms Baker has given the name of one politician to the police and a detailed account of the years of abuse.
She said: “I always swore I would never go near the police again – never … but I have hid it for 20 years, that has not worked, that hasn’t taken the fear away – I have got nothing to lose anymore.”
Ms Baker has ongoing support from the Lantern Project on Merseyside who work with survivors of sexual abuse.

Esther Baker tells Sky News she has lost faith in the Goddard Inquiry into child sexual abuse, saying it feels “fake”.
02:52, UK, Tuesday 26 May 2015
The Goddard Inquiry into child sexual abuse still hasn’t heard its first evidence, but it has already lost the trust of some survivors.
Esther Baker is one of them. In the early days she saw the inquiry as an opportunity to finally disclose her wretched childhood.
Being abused simply became part of her routine. She learnt to cope by repeating nursery rhymes or her times tables in her head as countless men took advantage of her.
The promises in recent months from politicians vowing to “uncover the truth” and “leave no stone unturned” gave her the hope that this time might be different.
She engaged with the process, took part in meetings and even received a letter from Home Secretary Theresa May thanking her for her “invaluable assistance”.
Ms Baker though has lost faith in the process.
Justice Lowell Goddard was the third choice to lead the inquiry and was brought over from New Zealand to ensure she was independent of the British establishment, which finds itself at the centre of many allegations of child abuse.
Ms Baker will wait and see how Justice Goddard performs.
Esther Baker told Sky News the Goddard Inquiry feels ‘fake’
But the false starts, the disagreements and infighting between survivor groups and having her private meetings recorded and then leaked to a newspaper have left her disillusioned.
She said: “At this stage now I don’t trust the inquiry. When I first went into it I did. I put all my trust in it really.
“It feels dirty, the inquiry to me. I don’t think they understand how fake it feels now. It feels stage managed and it feels like it is a game.
“It feels like they are playing a game with survivors now.”
The scope of the inquiry is so wide that it will take years to wade through the troubling and complex evidence.
Some would like it to be wider still. The Kincora children’s home in Belfast, where children were allegedly trafficked to England to be abused, will still not figure under current plans.
Ms Baker’s is just one of thousands of stories.
Last year at the sentencing of John Allen, a care home boss from north Wales who abused youngsters for decades, the judge said he had seen a “procession of sad broken men” pass through the witness box.
The reality is that there is a procession of individuals to be found in every corner of the UK.
Survivors of abuse are not one group of people. They are all individuals who have suffered in different ways and who want different things.
Justice Goddard has an enormous job on her hands.

A rape survivor tells Sky News that a politician was one of the “core members” of the group who allegedly abused her.
08:32, UK, Tuesday 26 May 2015
Esther Baker told Sky News she was abused as a child in the 1980s and 1990s
By Tom Parmenter, Sky News Correspondent
Abuse survivor Esther Baker has named a politician as one of the men who abused her while police officers stood guard.
She told detectives at Staffordshire Police that he was one of a number of men who would regularly abuse her in the 1980s and 1990s.
She believes a Lord and a judge may also have been among her abusers.
Ms Baker described the political figure as: “One of the core members. He was there quite often – I was one of his favourites.
“I used to play the piano, and he was quite taken with that … there were different houses.
“I would sit on his lap and he would want me to play.”
The politician is not from Staffordshire but is from the current political era.
Ms Baker has given a graphic and detailed account to detectives and explained to them how she only recently realised who the man was.
She said: “I would know that face anywhere. I have lived with it and others in my head for over 20 years, I know every inch of him.”
Urging other potential witnesses or survivors to come forward, Ms Baker said: “I always swore I would never go near the police again – never.
“I was scared because it feels like, yeah, they are going to know I have said something so the only way I can now protect myself is now to tell.
“I just hope others will do the same. That is the only way we are going to be safe.”
Ms Baker has ongoing support from the Lantern Project on Merseyside, which works with survivors of sexual abuse.

GETTYMore than 160 police officers are being probed over the Rotherham abuse scandal
The Independent Police Complaints Commission (IPCC) has already identified 60 officers as part of a major investigation into the scandal, and 100 others are in their sights.
The watchdog is examining whether or not disciplinary or even legal action should be brought against police officers who are accused of ignoring victims’ claims that they were being sexually trafficked and abused. PROMOTED STORY
The revelations came as a solicitor representing the victims said only a fraction of those abused have come forward.
Investigators are ramping up their probe a year on from the publication of the explosive Jay Report, which uncovered the shocking scale of child rape, trafficking and grooming going on in the South Yorkshire town.
More than 1,400 children were sexually exploited by gangs of mainly Asian males in Rotherham between 1997 and 2013.
The report was scathing about the conduct of police and council officials, who routinely ignored the industrial scale of abuse, instead treating the victims as troublesome teenagers.
The IPCC has received 47 referrals from South Yorkshire Police since the publication of the report, involving more than 100 allegations of misconduct.
A spokeswoman said: “Analysis of all the referrals has so far identified more than 60 officers.
“Further assessments are being carried out to establish the specific allegations against these individuals to determine what further actions are needed. Work is ongoing to identify more than 100 officers who are referenced in the referrals but are unnamed.”
Thousands of young children were abused in Rotherham
Work is ongoing to identify more than 100 officers
The Jay Report was commissioned by embattled Rotherham Council after horrific details of the high profile scandal came to light.
Carried out by professor Alexis Jay, it shocked Britain by unearthing the sheer scale of offending and the horrific details it included of what had happened to girls as young as 11.
Prof Jay said at the time she had found “utterly appalling” examples of “children who had been doused in petrol and threatened with being set alight, threatened with guns, made to witness brutally-violent rapes and threatened they would be next if they told anyone”.
She said: “They were raped by multiple perpetrators, trafficked to other towns and cities in the north of England, abducted, beaten and intimidated.”
Police have been strongly criticised for their failings over the scandal
The failings of the authorities to protect the children was so great that South Yorkshire Police and Crime Commissioner, Shaun Wright, was forced to resign and Rotherham Council was brought under Government control.
David Greenwood, a solicitor representing 58 of the women who were abused said what has come to light so far may only be the tip of the iceberg.
He believes fewer than 100 of the girls involved in the sexual abuse have engaged with authorities out of a victim tally of potentially thousands.
Many victims still do not trust the authorities, he added, and will only come forward if an independent agency is brought in to carry out the investigation. Advertisements
